Berlin's Stadtentwicklungsplan Wohnen (StEP Wohnen) is the process by which the Senate plans new housing and urban development for the decades to come. Despite the city meeting or exceeding the construction targets laid out by StEP, its housing shortage has steadily worsened. StEP has thus proven itself inadequate
